Remove jail bailouts

Replacing the entire jail thingy with the old mod commands would be a thousand times better, but since that's probably not coming for the next ten years, at least make it so that people can't pay with Bux. At this point I don't understand why we're even dealing with them anymore, as they'll just pay with that thing they get EVERY MINUTE and continue trolling.
