Please add more commands or things for HRs

People used to work hard to become HR mainly because they had the power to ban. Now that this ability is removed, there's not much that makes being an HR special. You might think the "jailtime" command replaces the ban command, but it doesn’t. I rarely see anyone using "jailtime" since it can only be used after multiple jails. Please consider adding a command that HRs can use. SHRs have the suspend command, so HRs should have something too.
