Increase tempsuspend time.

When an admin is caught abusing their power, a General Manager can temporarily suspend them for only 4 hours. However, this often isn't enough time because SHRs are either unavailable or will direct the issue to Nova Reports. Reports usually take 12 to 24 hours to resolve (unless it is easy to review and give out a verdict), so the suspension should be extended to at least that long, in my opinion. There have been cases where an admin was suspended and reported, but since the report took longer than 4 hours to handle, they were able to return and continue abusing their powers.
