Bring back ban & pban

Why we must bring back ban & pban? Ok so first for the context. Jail may work sometimes but not always. Well it's because they also may create new accounts. Especially for exploiters, they can exploit in jail for those exploiters that are already experts on doing it so instead bring back ban & pban but also change the game settings so only 4 weeks old account can join the game, that way they will stop using alts.
